ASUS VE248H: pixels playing between green and black on solid black screen?

I just got a ASUS VE248H (http://www.newegg.com/Product/Product.aspx?Item=N82E16824236102) and hooked it up via hdmi. I noticed that the pixels are playing between green and black on a solid black screen when looking very closely at them. Does that indicate a problem or is it by design?

The reason I ask is because my samsung monitors and tvs do not show this issue. It is somewhat subtle, but I can see that each pixel appears to change between black and green really fast, almost resembling visual noise on an older tv.
 
That isn't normal for a solid black, but completely normal for a dark grey in which case many TN panel LCDs will dither colors to achieve the right shade.
