I think it is a record for a GPU. The GTX580 matrix "only" has 18 phases all told:

On the other hand, the 580 has discreet high and low MOSFETs while it looks like the 7970 matrix platinum uses two-in-one MOSFETs (which is fine, given the massive overkill). Without seeing the rear of the PCB I can't say for sure though.
If that is the case, the 580s power bits are likely stronger.
