Helping a friend put together a wish list, & the 3 fans on his card appear to be on TOP of the shroud.

Why would the intake fans be on TOP, where all the hot air in a case is. Not to mention fighting the exhausting heatsink fan/rear fan/top fan for available air.
If they were on the bottom, & had access to all the cool air from the front fan & a side case fan (especially if the PSU is mounted to intake from the bottom of the case), it seems like a much "cooler" scenario.
Am I missing something? Why is the shroud designed like this?
