I am searchin online on how to overclock it atleast to 3.0 or 3.2 if possible. But when i try changing some settings . Then I save them and the pc reboots . Then it reboots without booting to windows and automaticaly resets the settings I made.

Why the +.2volt on the fsb overvoltage control?

Leave everything at stock, just change cpu host frequency to 320, and you should have your 3ghz.

Before going any further, what is the cooler installed on this cpu?
 
its stock , but it doesnt let me do anything , if i change something it just goes back to previous setting. I disabled stuff like C1E and cpu eist but it still resets . Even if i just do like 2.81ghz it still resets.
 
I don't know exactly what you touched in your bios. Load default settings, exit and save bios and repost the bios page you had shown us earlier.
