This has been well known since the release of the 3rd generation Intel® Core™ processors (of which this processor one of) that we have been using TIM over fluxless solder. On the stock processors it doesnt make a difference but once you try to overclock the temperatures do increase quickly which delidding and changing out the TIM can help with.
 
3c is nothing really, you can get bigger temp drops using liquid metal paste after removing the glue on the pcb. I did it to my 3770k but killed the mobo when installing it in the socket.
I booted without noticing the ihs moved when pressing the retention latch, thus bending socket pins in the process.
Others did it right and got 30c temp drops with 3770ks, using coollaboratory liquid pro.
