disable CPU speed throttling?

I HAZ an HP Mini 210 1010nr netbook.

i wanted to know if there is a way to disable the thermal throttling or whatever its called that changes the cpu speed.

i notice that in CPUz its jumping allot between 900mhz to 1.66ghz. even when plugged in an AC adapter.

Why do you want to disable it? The switch happens within a few clock cycles, meaning you can't notice the difference.

If it is an Intel processor, it will be called Speedstep and C1E.
