It is because you have intel speedstep on. Speedstep brings the cpu frequency down when it isn't need such as when your pc is just idling. I suggest leaving it on since it will bring down energy consumption as well as increase the life of your cpu. But you will have to change some settings. I suggest not going up to 4.6 ghz without knowing the basics of overclocking start with 4.4[/QUOTE]
