Now that I know the CPU and board are fine, I'm back to square one. I have the board all insulated and ready to go now.

I want to throw the board in the case tomorrow with the phase installed to make sure it works before I put all the water cooling back. I already have the blocks on the VRMs and PCH. If I blow a couple of fans at the VRMs, do you think it's safe just to start the system and check the BIOS for a couple of minutes? I don't want to put all the watercooling back before I know the CPU is running fine.
 
Sure you can power on the phase unit by itself to see if it is getting to temp, However it should be fine for a minute or so
