Im overclocking my 4770k(im a newbie)and i have 1866 gskill sniper ram at 1.5 volts.i dont want to increase my ram speed as im happy with 1866 mhz.But is it compulsory to overclock ram while overclocking cpu??or i can getaway with leaving the ram settings untouched(1866 mhz,1.5 volts,9-10-9-28 latency)

You can leave the RAM at its normal speed. Just overclock using the multiplier of your 4770K and the Vcore voltage. Keep an eye on those temps
