Yes, it is normal. I have bought ram, and it has arrived the same way. As long as it is not damaged, I don't care.
 
I've gotten RAM in bubble envelopes, flash drives in bubble envelopes, I may have even gotten a fan in a bubble envelope once. Is it right? Well, it could be better. But like mimart7, as long as it's still in working condition, I'm not about to get worked up over it.
 
I wouldn't even care if RAM showed up in a normal envelope, unless it is literally broken in half the stuff is fine.
 
I'd be happy if it was wrapped in toilet paper and dropped by parachute on my house so long as it worked when I plugged it in. :D
