I read that can't simply hookup a USB Hard drive and play the videos...is this correct or has the new update changed this?

I know I can push them via DLNA streaming, but I tried it and my bandwidth won't allow it.

If I hookup a laptop to my xbox via cat5, would that help? Would I need to disable xbox wifi and share the laptop's wifi with the xbox via cat5? Woulld that force DLNA through the cat5 and get rid of the bandwidth?

The ideal setup would be to run Ethernet to the Xbox and laptop from your router when you push via DLNA.
Wifi can be iffy for things like this, as you've already found.

I don't have an Xbox One, or I would try some things to see about connecting a USB device for playing media.
