First time water cooler

I'm having an issue with CPU temp, ambient is 27c, CPU at idle is about 45c.
seems to me it should be lower.

Core i7-920 @3.5 ghz 1.15 volts
Larkooler cpu block
Prolimatech PRO-PK3-5G Nano Aluminum High-Grade Thermal Compound
Alphacool NexXxoS Monsta Quad 120mm Radiator - 80mm Thick/ with 4 SILVERSTONE FM121 fans in a push config max speed.
