As was mentioned already in the thread, that value is for the total SYSTEM, not for the GPU only. They also overestimate by quite a bit to account for crap PSUs.
For his PC and a 290x, A quality 550W would be plenty. Now, if he wants to upgrade to an 8150/8350 and overclock it (like I now see he has), that is when I would look to 650W PSU... QUALITY PSU.

Thanks Earthdog, at least that's one issue down. Need to keep looking for something small enough to fit now.
