Upgraded and now looking to better cool this video card I now own.

Brand: ASUS
Model: R9290X-4GD5

Without spending $300 + and moving to full blown watercooling. What after market coolers are out there? I looked on web and did some research and no much i can find for closed loop solutions for water I cant even find much on air.

The ones I do find state I need the mini heatsinks to spread across VRM.

I was looking at this one

I own 2 Arctic Accelero Xtreme III's which are almost exactly the same. It's an awesome heat sink I doubt you'll be unhappy with it, if you do choose it. It dropped the temps on both my Gpu's by at least 20c. Take into account both were using reference cooling and neither were a R9 290X. I would still think it would be a great cooler, it is also nearly inaudible with the fans at 100%. Note though, I do believe they do not include the heatsinks to put on the VRM chips like they did with the Accelero III you may want to order some.

Do you know where I can buy the mini heatsinks for vrm?

Thought you'd find this useful:

Arctic’s Accelero Hybrid II-120 review .

What I don't like about the Arctic’s Accelero Hybrid II-120 is lack of VRM/MEM cooling. You'll have to also add sinks to those as well as a fan blowing towards those to keep them cool. That large sink is only there to cool the back of the card? That's pretty useless to me.

Yeah you said it best. Thats what is stopping me. I am tempted to watercool it the right way but I'd have to spend alot more money and change my entire setup 100% from my corsair h100i (sell it) and buy all new components.
