"Internet explorer cannot display the webpage" -Blocking popups?

working on a friends computer
running
win XP pro 86x
ie 7

I can search the internet but it seems like its blocking popups and I can't figure out where the blocking is coming from.
it comes up with.......
"Internet explorer cannot display the webpage"


any advice or help?

anyone know a "secure" website simliar to this one that I can create a login and try to login? (because I don't have the login info and I'm trying to test to see if I fixed the computer)
He can't get into his account on this computer after loging it. "Internet explorer cannot display the webpage" pops up in a new window.
