What do I do?

So I went to Microcenter and bought a new mobo, cpu, and SSD. I'm trying to install W7 but my CD is so scratched it keeps failing to install. I have a perfectly valid copy of windows but can not install it? Does windows offer an option to download the OS and burn it to a CD to install? I feel I may be fubar'd.

Yea you can download the ISO from Microsoft.

I would also strongly recommend using Rufus to put the ISO on a USB stick to boot and install from that. You'll never use those flat round shiny things again.

Microsoft also has an official USB tool that will write an ISO to a flash drive - http://www.microsoftstore.com/store/msusa/html/pbPage.Help_Win7_usbdvd_dwnTool

Rufus is more robust but just in case you're ever in an environment where an MS tool won't raise eyebrows but a third-party would.
