I am not a gamer but there is always a chance I may start playing BF4. My display is 1900x1200. One monitor set up. My dead card is a EVGA GTS 450. nVidia or AMD best bang for the buck. Want to spend $150 give or take.

I'd get either a used 280x (one with a warranty based on S/N) or a NVidia 750ti (new).

There are also some R7 265 and R7 270 in the classified at a real good price ($80 to $90 IIRC).
 
If you have to have brand new, the EVGA gtx 750 ti 2gb superclocked would be the route to follow. Great performer at 1920x1080 for only 77watt consumption. Going for $140 on newegg right now. If you don't mind used, as manu2b said, the r7 265 is a rebranded radeon 7850, another great card. The 270 even more so.
 
$150? 750Ti.

I see no reason to go higher since you aren't frequenting games.
The low power draw of the 750Ti will be a perfect fit for you :)
