It depends on what filters and effects you use..The CPU is more important based on everything I have read.

if the gpu is handling the acceleration why upgrade the cpu? is photoshop really that cpu intensive while using the gpu acceleration that its worth spending the extra $300+ for another cpu / mobo combo? wouldnt just buying an OK gpu with a new case, hdd, and psu be a better option?

Solid state drives are not hard drives. They are solid state drives. I urge you not to stick with your Q6600. It's too old, and a lot of stuff in photoshop relies heavily on the CPU. My friend is a graphic artist.
^A whole lot of thing are accelerated in CS6, from PS to Première, After Effect and Illustrator.
A decent i5 4cores and a mid range GPU (770/280x) would be my choice.
I've run it for a while on an i5 3470+280x, and it's already doing very well.
Not as fast than on the [email protected]+290x, but already very good!
