My Intel i54210U is only running a max of 2.5Ghz despite it saying that it can go up to 2.7Ghz on the tin... I'm very annoyed and decided to overclock, but I've looked everywhere and I've been able to find nothing. I believe my modifier is "locked"... is there anything I can do to unlock it or is there another way to overclock?

Turbo in these CPUs is a little cheat. Max clock is possible only while using 1 or 2 threads max while system is balancing load and is never working on 1 thread so you have low chance to see max clock.
Try to set performance mode in power options and disable EIST/C stages in BIOS. It can help in forcing higher clock.

This CPU is locked and I doubt you will find anything to make it run higher.
