Strix 970 SLI running different clock speeds after OC

Ive been noticing different clock speeds with GPU1 compared to GPU2 after putting 146MHz on core and 300MHz on memory on both cards. I tried BF3, Far cry 4 and Far cry 3. GPU1 seems to go down on clock speed while 2 remains constant. GPU1 even went down to its base clock. Why is this happening?

Are they temp throttling? What are your temps on both cards? If you are air cooled with the heat dump (as opposed to the blower cooler) the top card will run hotter since it sucks up the bottom card's waste heat.

Yes, but less frequently

Does it do that more or less at stock speed if you add voltage?
