Is it time for a new GPU, video streaming issues

So recently I have had issues with youtube streaming 1080p, this seems odd to me... I did a fresh W7 64bit install 2 years ago. Drivers are updated. If I reboot it will run smooth for a good hour or so but then it just starts stuttering and at times the video freezes for a good 5 seconds audio is unaffected. Currently CPU is tat 3.7 ghz and GPU is at 850mhz on core and 1200mhz on memory and when streaming temps are below 50c on GPU. Not sure whats going on, am I just too dated at this point, seems like too basic a task to have system age issues, any advice is appreciated.

Sounds more like a router/ISP connection issue. Do you experience graphical problems during other tasks, especially gaming? I would test the card with some games and see how it goes there.
 
I have a 30mbps with an avg 1-5ms ping connection, i will fire up some games, but I can see it has buffered like 30 seconds ahead.... so i dont see ISP issues...
