You'll not see 5 gig on air, let alone with that mobo. Get that thought out of your head right now.

What can i overclock this build too?

4.8, give or take a 100Mhz or so.
There's a 95% chance that even your 5 gig Turbo will throttle.

Don't even think about wasting your money on a 9590. You will have nothing but heat problems. There are much better AMD 8 core alternatives.

Why am i gonna have heat problems if i have a 240mm liquid cool ?

Because you have no idea how hot the 9xxx series gets. Nothing short of a full blown custom water setup will cool these enough for satisfaction.

well can i get the 8370 up to 5.0ghz with the sabertooth and liquid cooling?

Because people on these forums have had nothing but disapointment with the 9590's. A 240mm AIO closed loop cooler is barely adequate to keep these monsters cool at less than full load. You really need a full blown custom loop. The top guys in this forum like Johan, RGone and other guys could certainly give you valuable advice on the best version of the 8 core FX cpu for a great everyday overclock that would run cooler with less voltage and ultimately faster than a 9590 will.

ASUS Sabertooth 990FX R2.0 AMD 990 ATX
ASRock 990FX Extreme9 AMD 990 ATX
MSI 990FXA-GD80 V2 AMD 990 ATX
Which is best between the 3?

Does that build seem right for gaming?

Only thing i'm afraid of is the liquid cooling leaking

I own both a Gen1 and a R2 Sabertooth. The R2 especially is a favorite on this forum. The GD80 some people like but has no LLC in the BIOS so I would shy away from it. Some people own the Extreme9 but have reported thermal throttling so I also would be leery of this board. The Sabertooth R2 is very popular for good reason. Disclaimer- I have never owned or used the ASRock or MSI board. My evidence is anecdotal.

I would change a few things. Get a bigger SSD. You will regret buying a 120 gigabyte drive. A Windows 7 or Windows 8.1 install takes up a good portion of it. I would get at least a 256 gigabyte drive. Ditch the hard drive cooling. Get a good air cooler instead of the fake water cooler. I use a NH-D14. I like your case. I actually own three of them!

My budget is about roughly 1800 but im getting my pc through cyberpowerpc cause i've never build a custom pc
