When Windows 8.1 came out in 2013, people figured out how to make a Windows 8.1 ISO so that they can install Windows 8.1 instead of 8.0 immediately, one example instructions page from 2013:

Subsequent to that "Windows 8.1 Update" came out which updates the initial Windows 8.1 version with additional updates:

Can those be included in the ISO?
Is Windows 8.1 ISO the latest available version on MSDN/TechNet or is it Windows 8.1 + [those Updates to 8.1] included in the ISO?
This is important because if we can only update to Windows 10 from an already installed Windows 8 then the closest thing to fresh Windows 10 install
would be fresh installing Windows 8 then immediately installing Windows 10 when it comes out.
