New ram won't boot!

Hey so i bought a Corsair XMS3 4GB DDR3, 1600MHz, CL9 and my pc won't boot i reseted the cmos unpluged everything tried all four memory slots nothing pc keeps shuting down the starting again without booting is is a memory problem or something else my other memory is 1600 mhz too and it works fine only difference is that it has 10-10-10-24 timing.Please help!
 
I'd say the new sticks are dead.
Can you test them in another system?
 
You tried that memory by itself without the old stick installed too?
 
no i can't try it i don't have another ddr3 motherboard only ddr2 and yes i tried without the old sticks that was my first try
 
my cpu doesn't support 1600mhz but it downclocks automatically since my other ram stick is 1600mhz and still works at 1333mhz so the problem isn't my cpu or the motherboard,right?
 
The RAM isn't working, your old RAM does. Get a refund/replacement of the new sticks.
