Getting strange vsync artifacts in Ryse

Whenever I switch on and off vsync in full screen mode I get this artifact effect on my screen. Ive noticed that this does not happen on windowed mode, ive tried different drivers and such to no avail. Heres a video of it. Can anyone replicate this?

Strange. Not sure why it would do this, and only during fullscreen during one game. What type of display are you using? Is it a monitor or TV?

Asus 23.6 inch monitor, I tried another monitor and I also took my graphics card out, it also does it still.

Probably something having to do with how VSync is enabled in that game. Either that, or one of those random glitches. I can't imagine it causes you any issues though, correct?
