The input voltage is what feeds the FIVR (Fully Integrated Voltage Regulartor) which is everything on the CPU - VccSA/VccIO/PLL/Vcore/etc. What comes from the CPU 8 pin is still 12v and needs to be stepped down by the motherboard VRMs to get to the FIVR, so, while yes that techincally is the source, it is stepped down heavily before it gets to the CPU and FIVR.
