Can I simultaneously use ethernet for internet and wifi for home networking?

You're going to want a router between your computer and that port anyway. Windows itself is not a secure firewall. I would get a couple of good OpenWRT-supported routers (e.g. WNDR3700) with one 192.168.1.1 and the other 192.168.1.2, and 192.168.1.2 connected as a bridged client to 192.168.1.1 with DHCP forwarding. No need to do anything special on the clients then, regardless of operating system.

If there is in fact a separate line out on every port, then that gives you the option of later setting it up so the desktop uses both at once, but I think it is more likely the ports are all connected to some router you just don't know about (in which case it is that much more important to get your own if you care about security).
