Can't get rid of ad-ware (Shopping assistant)

So, this started poping on my browser a few days ago, and i did a scan with my malware's byte and it didn't detect anything.
I tried adwcleaner it did find it and uninstall it but its back again after a few hours :| or minutes! i had no suspicious programs or extensions on my chrome!

how can i get rid of it :?
 
Remove it from Safe Mode

Do you mean i should use adwcleaner from safe mode :?
I did it and there are still ads!
after i re ran adwcleaner (once it restarts) i find nothing, than i open my chrome and go to gsmarena.com and than they are there again!

its on local storage\http_pstatic.bestpriceninja.com_0.localstorage

Tried Malwarebytes from Safe Mode?
You may have to reinstall Chrome.
 
Be prepared to reformat and reinstall Windows..... Not meaning to sound like a jerk, but this may be deep invasion of Windows. (Possibly a new malware strain)

Oh god, no... I'll just install windows 10 this time :) I hate to download everything again.... with my data capped slow internet!

I dunno, but the best way for folks to get malware is going to random web sites with the web browser being ran with administrator permissions!

I recommend Pale Moon with NoScript! ;)

It's also very possible that Chrome has it isolated, meaning the OS won't need to be reinstalled, since it runs in a sandbox environment.

Very possibly a malicious advertisment banner. Keep flash off, and consider using an ad-blocker (ghostery or disconnect) for security's sake.

Also, try Kaspersky's rescue disk. It has worked wonders for my uses.

EDIT: Also, to the best of my knowledge, click to play doesn't do the trick for flash blocking.

I don't go to any no safe-website, reinstalling chrome and manually removing folders in appdata did no help. other than a day of ad free browsing :D i did use ad-blocker on my chrome, at first i thought somehow my adblocker can't block this one but than after googling its name i realized its a malware!

and... last night something similar appeared on my phone, i was in wowhead than suddenly it opened a website saying showing an image of old android ui warning you've got 6 viruses.... (i hate those stupid ads, but they never opened themselves) and i pressed back and after like 1 second it got me back there, i closed the tab and opened another. and googled something on images and once i opened it it got me back to that website, i cleared coockies and everything, no more ads for now.. but it might come back just like my pc. something is seriously wrong here 0_0
 
Ok, so I reinstalled Windows, and its was back the next day :| all i did was to install bitdefender VLC battle.net and copy World of Warcraft to my SSD(where windows is)
and my pc is so glitchy and Firefox freezes wow doesn't work correctly, it just has problems :S I've ran rescue cd and it didn't detect anything!
