All I'm trying to do is change the background color in my theme from white to a bright radioactive lime green.

I've torn the css and js files apart and cannot find it anywhere>

Is there a specific plugin/script or file I ned to look for or install to do this?

No experience with drupal, but have you tried just setting the background color manually in the CSS?

LOL, Drupal, I just had to migrate a Drupal webapp w/mySQL back-end to another server -- lot's of fun there -- especially w/no documentation whatsoever.

Drupal has a forum, you could try asking there: www.drupal.org/forum. They even have a specific forum for theme development.
