I have been noticing a lot of games I play are randomly running into an issue where they are capped at 23 FPS. I have only gotten it to happen in fullscreen windowed mode, and with windowed mode available in the gsync settings. It's not really an option to play in fullscreen mode. Has anyone had similar issues with gsync?

In this case that would be 120hz. When I do widowed fullscreen the fps drops to 23. It will go back to 120 fps if the game isn't the focused widow, like if I bring chrome up in front of it I can see the game is smooth.
I verified that it only happens when Gsync is enabled for windowed mode, and the game is played in windowed (borderless) mode. Anyone have a fix?
