Windows 10 Open File Location link results in double click opening a new window

If I right click on any Windows 10 Desktop shortcut [a Program shortcut] > Open File Location > I am taken to the program directory as I should be.

Now double clicking on any folder ends up opening a brand new window. (!?)


Whereas if I double click on a Windows 10 folder shortcut, I can double click thereafter on any folder and go back and forward... no new window is being opened.


Why does normal behavior change when you right click Open File Location of a program shortcut in Windows 10?
 
This should not happen because the setting is Open each folder in the same window:

Go inside any folder > View > Options [on right] > View TAB >
UNCHECK: Launch folder windows in a separate process
