Battery turning off notebook when about 70 percent its full capacity.

These are data from my HP notebook battery, as given by /proc/acpi/battery/BAT0/info. It usually charges up to around 4416 mAh. But when reaching nearly 3000 mAh, the machine is turned off without properly closing open files or dismounting the partitions, so when turning it on again, fsck is run, etc.

My question is why this happens when the battery is around 3000 mAh when the design capacity low is 137 mAh. Who or what turns off the machine?
 
Sounds to me like it may be a defective battery. If its new, RMA it. If its old, get a new one. If you get a new one, be careful about your source. There are a lot of cheap batteries on eBay that may be a fire hazard.
