dbf files are generally database files from one of the following companies:
Ashton Tate dBase (dBase II, III, and III+)
Microsoft FoxBASE
Clipper
as well as Borland Object Vision 2.0 (iirc it's one of the first "true" oop languages from back in 1991, which could natively access, read, create, modify dbf files)
MS Access has the capability to read/modify/create dbf files using the export function and MS Excel can also access them
