JDK doesn't have SE binary platform option

so I have just downloaded the 1.9 server jar, and I downloaded java jdk. When i go to try and run the jar there is no options to run it with Java SE binary platform. I have also downloaded both versions of java jdk for windows and neither work.
Any help will be appreciated.
