Video software like the new ios10 "memories" feature?

So with the new ios update it'll randomly create videos of people and or events based on location and facial recognition. Is there PC software that does this with some more control? I have well over 600GB of photos so I can't rely on the iphone to make all these!

Any tips would be appreciated!
