Here are my basic specs:
Mobo GA-z77x-UD5H with 16gb ram
Two 120GB SSD
1TB Barracuda HD
icore 5 3570k 3.4 (4.2 oc)
Antec TPQ-850
1-EVGA Gtx 480

Can't afford a new rig, but thought I'd get a new card. Was looking at the GTX 1070 and using the 480 as a dedicated physx. Do I have enough power?

Dedicated PhysX is a waste of power and space when you have a 1070.
 
Your PSU is fine. But forget using the 480 as a dedicated card. It runs hotter than the 1070! Really not worth the heat, noise, and what not, it really won't make a difference. I'd sell it off and gain back a few bucks from your 1070 purchase.
