Changing language on a terminal server

My company has employees in China who RDP into computers in our US office every so often. On those computers, we use scheduled tasks to switch the language on the computers from English to Chinese and reboot around 6pm local time and then at 6am local reverse the process.

We'd like to move them to using a terminal server setup we've got running on a machine using Windows Server '12. However we have US employees who would be using it as well in times that would conflict, so using scheduled tasks to switch the language isn't going to work. Is there a way to set it up so that the user can select their language settings on RDP login without affecting other users? Otherwise, we're going to have to come up with some sort of time-sharing setup, or set up a second terminal server.
