Do GPUs Overclock Equally Regardless of Mobo?

I am in the process of building a new computer and some components arrived sooner than others. I got my 1070, but the rest of my stuff is still in the mail so I am running it in my old computer for now. I was thinking of getting a head start by finding my overclock limit with the card in my old computer. I am wondering if I find the stable overclock limit of my GTX 1070 in my old computer, when it remain stable when I throw it in the new motherboard or will the overclocking potential increase/ decrease? I would think the ability of a GPU to overclock is solely dependent on the GPU with no regard to the rest of the components in the computer, but figured I would ask.
