Core Voltage instability 6700k @4.5MHz, Nepton 240, Z170, 750w PSU

I'm currently runnng my AIO liquid cooled 6700k at 4.5MHz on 1.35 volts, however when I monitor my core voltage it seems to hop around quite a bit:

Idle: 1.3700 - 1.3920
Under Load: 1.3600 - 1.4850

I'm a bit worried about the spike under load. My system runs very cool, between 25-50 degrees c. Any thoughts as to what the issue may be? Happy to post a pic of bios settings if this helps, thanks in advance!
