z97 Fatality will not accept manual vcore

I running a 5775c in the board. If I try to set vcore manually board will not boot. If I use addaptive with same volts it boots but vcore stays at .96 with vid at say 1.2 volts I asked for. I habe not had this issue with my other z97 boards from different companies. By the way I delidded the 5775c and it max temp is 58 degrees with occt for an hour with aio cooling. I using adaptive with 1.2 and no extra above that.

I have never used adaptive only setting manual never had it not work.
Maybe it's the xeon

Up to 90c is fine, it will throttle at 100c to prevent any damage.
