Ethernet/Wirless Connection pkt loss troubles HELP PLEASE

Hello I have troubles while playing online games ( i reintslled my windows TODAY - due to conclusion i have an trojan)

PROBLEM:
While connecting into game servers in Leauge of Legends/ HoT's/ Diablo III my ping is going up to 300/ pkt loss even around 50%, below are few screens
before/after joining game servers:
Is this possible i got some DDosing files or? Please help

While using chrome/youtube:
90~` 0% pkt loss


While using skype: 74 ping/ 0%

Hot's - choosing hero before match:
144 ping/ 0%

Hot's - in game
213 ping/ 45% pkt loss

I scanned my PC with malwares no troubles there.... IS this router problem? Some kind of Virus?
1 thing more:
My router owner changed wirless settings yesterday [ He add'ed 2 more wirless networks] but im using ETHERNET connection, is this possible that it hits me too? I just don't understeand how if it is.. Why the Games.....

UPDATE: These problems using only via ETHERNET Cable, i've checked the WI-fi, it dont makes so much paket loss/ping

I did reset on Router settings + i removed old devices from memory of it, nothing changed...

As it appears with a wired connection only, have you tried:

1) a new cable?
2) updated drivers?

I'm not connecting anymore via cable, just WI-fi, when i plug in- cable, my other room mates are getting dissconected or ping is going around ~~2000... noone can use cable yet.

2: no i ddint checked drivers, while this happend lst friday for no reason, ping went 4k and ddint stopped jumping till today...

UPDATE: Called an internet provider, seems entire VILLAGE has torubles with it, I've spoken with neighbor he has the same problem, on the evening when all poeples areback from work, ping goes 2k for ALL of us in village...
