How can I set up a new user (for my brother) in Win 2K, so that he has about 2 GB's of HD space, and that's all.

I also want it so that he can't acess my games, or my files.

Can I do this?
 
I take it you know how to create the user.

To do the amount of harddisk space, you must have formated using NTFS.

Open My Computer.
Right click on the harddrive and select properties
Click the Quota Tab
Enable the Enable Quote Management
Then click Quota enteries
Select Your Brothers User name and change the settings for how much hd space you want him to have.

To stop your brother from accessing your games again you must have formated using NTFS

Right click on the game folder select properties
Select the Security Tab
Add your bother
Untick all the boxes and he will not have access.

You must be logged in as an Administrator account to change these settings
