Anybody know how to limit bandwith?

Hi all.
I was wondering if anyone knows how I can stop my dad from hogging all the bandwith for our cable internet service.
We're sharing it using a cable router.
The reason im asking is, when im online playing Team fortress classic, id have a nice ping of 80 something, but when he gets online and starts downloading files, my ping skyrockets to 1100 something.
Is there a way I can do something on his computer to limit his bandwith?

Only if your router supports it. If you didn't pay an arm and a leg for it, I doubt that it does.
