Can i overclock my p2 400 to 450 with stock cooling with 440bxc motherboard by changeing the multiplyer saftely without any modifications?
 
Often, PC100 RAM will overclock up to 110 or 112 FSB. I've seen good quality PC100 go up to 115 FSB even. The more important thing is whether or not your mobo has adjustable FSB settings.
 
I would try that RAM first, before replacing it. I have a 128MB stick of PC100 KingMAX Vaue RAM in a BX board with a PII 350, and it does 142 rock stable. I can do 150, but after about 10 minutes it will crash Windows when I fold.
 
Don't count out getting new memory. PC133 is $15 a 128MB stick on pricewatch. But first, give it a shot with the memory you have! I've run pc100@ 133 many times without problems.
