Coming from the aquarium hobby, I would certainly make sure that there is at least 2 gallons for the betta. Also, you may not need a filter but you should at least change out a pint of water every day (<5 minutes of work) to keep the water quality up. It also cant hurt to get a plant called duckweed because it grows like a beast and it would take place of the work of a filter (though you should still keep up with the water changes). It may seem like a lot, but it really isnt.
And also be sure to get a water conditioner like http://www.amazon.com/Prime-100-3-4...&qid=1372611902&sr=8-3&keywords=seachem+prime to take care of the chlorine and heavy metals in tap water.
