Does dual core belong here?

I would say yes. Since the term SMP means Symmetric Multi Processor(Depending on the cpu, dual core processors can be considered two processors in one). Dual core cpus make this statement a bit weird though. For Athlon 64 X2 and Opteron, the hardware is not two entire processors on one die, but merely two processing cores on one die. There is still only one memory controller and such, making it only partly two processors. These processor cores can communicate directly to each other without the data leaving the cpu surface. The Pentium D is two completely different processors stuck on a single socket though. They communicate to each other exactly as a Xeon does, through the mainboard. They cannot communicate to each other without having data leave the processor.

If someone has a processor affinity question, or a question about multi threaded software, then this forum is the right place to ask it(The answer will be the same whether it is a multi socket or dual core). A dual core machine has the same exact capabilities(possibly greater depending on the system) as a multi socket system. Just because it physically is not in two sockets is no reason to dismiss it from being in the SMP forum.
