Transfering VHS -> DVD via pc?

I have a friend at work here who has a large collection of old VHS stuff he wants to covert to dvd. What would you suggest?

He has a PC but I don't know if going the route of get a VIVO card is going to do it, is there any software based stuff or easy USB plug and play type of junk?
