Peltier (TEC) + Liquid Cooling Project

The waterblock drops to maybe 22-23C. I can't quite get a reading on the temp of the water itself. Besides using a more powerful TEC / finding an even lower wattage pump, not sure what other improvements I can make to this system..

It seems to me that it should be working a lot better than it is.
I'm trying to figure out what I'm missing by not being there to diagnose in person.
