Sounds like you need to get a cooling mat, just like the HP I was working on during April, 2013.

Disassemble the laptop to clean out the dust / hair from the heatsink and fan(s). Here's a guide for the Inspiron 1545...

... so depending on the model, the instructions may vary somewhat.
I assume that if there was thermal paste on it you wiped it off and applied new?
So, you never took it off the CPU? Is that what you are getting at?I never saw the CPU, just the heatsink and fan.
Great. Me too. That said, its still best to clean and reapply.I have reused thermal paste on stock clocked CPUs and it worked just fine.
