^^^ well technically u can not build an x-box as it has a custom made video card - not off the shelf and other components u likely could not just buy in a store.

I think that depends on whether or not the xbox uses an x86 architecture chip. and upon whether or not the xbox os will run on a different video chipset. I am sure with enough coding and chip level hardware experience you could put together a system that could play xbox games at better-than-system speed and detail, but it would a very in-depth process which would take more than a year to complete I would expect.
